Our strength lies in the diversity of our clients and services. Since NSC’s founding in 1921, our mission has been to help immigrants and refugees participate fully in American society. Each year, we help approximately 4,000 individuals from over 90 countries.

Position Overview

The Refugee Resettlement Manager will oversee the delivery of effective and compliant program activities for NSC’s Refugee Resettlement program. The Refugee Resettlement Manager will assign cases and manage the delivery of resettlement activities to include pre-arrival coordination, core service delivery, case transition and on-going quality assurance. This position will oversee contract compliance, prepare and provide reports, and foster relationships with public and private funding sources. The Refugee Resettlement Manager will collaborate with other NSC staff to ensure the delivery of comprehensive services including NSC’s health, employment, and continuum of care teams.

 

The Refugee Resettlement Manager has internal contacts with the entire administrative staff and external contact with clients, business partners, government agencies, donors, vendors, community partners, social service resources, visitors, and the general community. This position has access to sensitive NSC information and is expected to handle such information with integrity and professionalism. This position has regular contact with members of the community and is expected to represent NSC in a professional manner.

The Refugee Resettlement Manager supervises a team of assigned Social Services professionals. This position reports directly to the Senior Director of Refugee and Community Integration and participates in department activities as necessary.

Essential Functions

  • Manage related activities, staff, and operations of NSC’s refugee resettlement program using independent decision-making and judgment.
  • Oversee assignment of refugee cases to case managers and supervision of Reception & Placement activities, including pre-arrival coordination and core service delivery.
  • Ensure adequate systems and partnerships are in place to support core service delivery.
  • Manage Reception & Placement program and ensure compliance with contract requirements and associated regulations.
  • Prepare and submit accurate and timely reports to department director and funders as required or as necessary.
  • Implement a system of continuous quality assurance.
  • Participate in program evaluation activities.
  • Manage contracts and grants which support resettlement activities.
  • Participate in strategic planning efforts for program planning and future department initiatives.
  • Collaborate with other department staff to promote a comprehensive approach to service delivery and continuity of care.
  • Supervise a team of case managers, Jesuit volunteer, and interns.
  • Perform community relation activities and advocate on behalf of the agency’s targeted client population.
  • Maintain relationship with R&P program staff at USCRI.
  • Serve as back-up to case managers as necessary.

Management Duties

  1. Provide management of assigned staff through independent judgment and decision-making.
  2. Regularly direct the work of, schedule, and provide staff development opportunities and training to assigned Social Services’ staff.
  3. Perform management functions for the Refugee Resettlement team such as performance management, workload distribution, communication, recognition activities, and employee relations in partnership with the Senior Director.
  4. Oversee client spending plans and cash distribution in accordance to NSC and funders standards.
  5. Participate in the development of NSC’s Refugee Resettlement budget, and operate within budget limitations.

Non-Essential Functions

  1. Attend relevant workshops or join professional groups as necessary to maintain professional knowledge and licensure.
  2. Adheres to NSC’s confidentiality guidelines and ensures the appropriate handling of sensitive information.
  3. Facilitates and attends relevant staff meetings to promote communication and execution of goals.
  4. Completes special projects specific to the function of the department or as needed for NSC as directed by the Senior Director.
  5. Other duties as assigned within the scope of position expectations.

Knowledge, Skills, and Abilities

  1. Understanding of NSC’s goals and objectives and ability to work and contribute as part of a larger team.
  2. Knowledge of legal and political issues, and community resources and benefits that impact and/or benefit the targeted client needs.
  3. Knowledge of resettlement program guidelines, regulations, and procedures.
  4. Knowledge of federal, state, and local public/private funding systems, grant administration, and practices.
  5. Knowledge of issues effecting and ability to advocate for refugees and other targeted clients.
  6. Knowledge of basic case management procedures for determining eligibility, assessing needs, identifying resources, making referrals, following up, and documenting client interactions and proactively supporting client’s pursuit of goals.
  7. Ability to develop and maintain positive relationships with public/private funding sources, key stakeholders, donors, Board members, business partners, and the community in support of programs and activities.
  8. Ability to communicate effectively in writing and verbally to clients, business partners, vendors, members of the community, funders, and other stakeholders.
  9. Demonstrates ability to manage multiple tasks by carefully setting priorities, meeting deadlines, and scheduling time efficiently.
  10. Basic understanding of computer operations and use a variety of common software programs including Microsoft Office.
  11. Knowledge of budgetary preparation, grant administration, forecasting, and fiscal management.
  12. Ability to organize tasks in an efficient manner and follow-up and follow-through with strong attention to detail in a fast-paced environment.
  13. Demonstrates ability to work with other people through a cooperative effort.
  14. Possesses strong interpersonal skills as demonstrated by compassionate, courteous, cordial, cooperative, and professional interaction with diverse groups of co-workers, program members, business partners, social services resources, social workers, and the community.
  15. Adheres to all NSC policies and procedures.
  16. Attends all NSC in-services as required.

 Experience, Education, and Licensure

Minimum Experience: 3-5 years of leadership experience in a program management role in a non-profit setting. Prior experience with case management in a social services setting. Experience in managing public/private grants and contracts. Experience working with the refugee population or other international or cross-cultural groups is preferred. Foreign language is a plus.

Minimum Education: BA/BS degree from an accredited college or university with a concentration in a related field of study is preferred. MSW degree in a related field is preferred.

Licensure: Valid drivers’ license with access to reliable transportation
