The mission of the Project HOME community is to empower adults, children, and families to break the cycle of homelessness and poverty, to alleviate the underlying causes of poverty, and to enable all of us to attain our fullest potential as individuals and as members of the broader society. Project HOME achieves its mission through a continuum of services comprised of street outreach, a range of supportive housing, and comprehensive services. We address the root causes of homelessness through neighborhood-based affordable housing, economic development, and environmental enhancement programs, as well as through providing access to employment opportunities; adult and youth education; and health care.

Job Summary The VP for Legal and Administrative Affairs is responsible for overseeing contract and legal matters for the organization and providing leadership and expertise for Project HOME’s human resource department. The VP works to mitigate risk throughout the organization promoting the mission-driven culture of Project HOME.

Essential Duties and Responsibilities

  1. Works as part of the PH’s executive management team to ensure the long term impact, sustainability and effectiveness, of the organization.
  1. Investigate and counsel PH staff on all legal matters, including litigation, new laws and statutes effecting key organizational activities and legal strategies.
  • Direct and monitor litigation, mediation and arbitration.
  • Draft or review legal documents, reports, correspondence, declarations, etc.
  • Provide proactive and preventative legal counseling related to operations, standards and practices.
  • Ensure all record requests and other legal requests are documented and communicated to necessary staff.
  • Solicit, coordinate and oversee all pro-bono and fee-based legal services
  1. Design and implement an overall risk management strategy and program to ensure all entities are well positioned to avoid and respond to potential risks, including loss control and mitigation strategies. Conduct training and continuously assesses changes in the program content to ensure ongoing effectiveness
  • Manage all aspects of an enterprise risk transfer strategy, including evaluation and management of our insurance coverage, coordination of all annual renewals and management of all insurance claims.
  • Work with staff to identify, evaluate, understand and manage significant risks.
  • Assist in the coordination and development of an effective business continuity plan.
  1. Oversee the contract management system.
  • Supervise the Contract Compliance Coordinator
  • Draft or review contracts as needed.
  • Provide guidance and training to staff regarding contract compliance for their respective programs.
  • Solicit, coordinate and oversee all outside pro-bono or fee-based legal services
  1. Provide strategic direction and oversight to the PH Human Resources department.
  • Supervise the Director of Human Resources.
  • Ensure compliance with all applicable federal, state and local employment and labor laws.
  • Provide legal guidance to HR team to properly address personnel claims or filings against PH.
  1. Oversee the administration of policies and procedures required to maintain an acceptable level of regulatory compliance, including the process to ensure that various departments routinely review and update the procedures.
  • Provide guidance and training to staff regarding legal compliance with regulatory statutes and requirements.
  • Provide guidance and support to the Contract Compliance Coordinator regarding the administration of our Policy and Procedure Library

7. Prepare and manage annual Operating Budget for the department.

Minimum Qualifications

  • JD degree and current license to practice law in PA.
  • At least 10 years of experience and a proven track record of success in a leadership role in a for-profit or not-for-profit organization. (Experience outside of a law firm is required.)
  • Experience in managing a Human Resources department and/or overseeing employee matters in a legal context.

Preferred Qualifications

  • Certified Risk Manager preferred; or extensive experience in the field of risk management.

Skills

  • Knowledge, education and experience with Legal and Risk Management operations.
  • A proficient understanding of legal policy and practice issues, legal terminology and principles.
  • Demonstrated ability to understand and compose complex oral and written communications including contracts, laws, rules, grants, policies and procedures.
  • Demonstrated ability to effectively supervise staff.
  • Ability to conduct job responsibilities in a highly collaborative management model.
  • Ability to conduct job responsibilities in a changing financial, regulatory and service environment.
  • Strong interpersonal skills.
