ABOUT THE URBAN TECHNOLOGY PROJECT  

The Urban Technology Project (UTP) is a collaborative initiative between the School District of Philadelphia and Communities In Schools of Philadelphia, Inc., that empowers Philadelphia youth and their communities through meaningful technological experiences that link youth leadership development, education and community building.

UTP programs involve a continuum of service-learning and school-to-work experiences within STEM (Science, Technology, Engineering and Math) disciplines that provide long-term, holistic support for urban youth. These programs begin in middle school, continue through high school and extend into post-secondary opportunities. The Urban Technology Project is comprised of the Computer Support Specialists Registered IT Apprenticeship Program, the Digital Service Fellows AmeriCorps Pre-Apprenticeship and STEM Tech clubs.

JOB SUMMARY

The Communities In Schools of Philadelphia, Inc. Urban Technology Project Program Manager will be responsible for the development, implementation, and evaluation of the Urban Technology Project initiative with direct responsibility for up to 50 program members and management staff. The Urban Technology Project Program Manager will have the charge of working with School District of Philadelphia, local non-profit agencies, community groups, foundations and local businesses in implanting the activities of the project. Programmatic priorities will be developed in conjunction with the SDP Manager of Technical Support. The UTP Program Manager will be responsible for the management, technical development and evaluation of the UTP workforce development program (CSS- Registered IT Apprenticeship) as defined by the United States Department of Labor’s basic apprenticeship standards under Title 29, Code of Federal Regulations, Part 29.5.  This is a full time, exempt position reporting directly to the Associate Director, Strategy (CIS) with collaborative reporting to the School District of Philadelphia.

PRIMARY RESPONSIBILITIES

  • Management, technical development and evaluation of the UTP workforce development program (CSS- Registered IT Apprenticeship) as defined by the United States Department of Labor’s basic apprenticeship standards under Title 29, Code of Federal Regulations, Part 29.5.
  • Provide leadership and direct supervision for UTP/CSS management staff supporting CSS- Registered IT Apprenticeship program.
  • Ensure CSS- Registered IT Apprenticeship program participants receive the structure and support they need to perform their roles effectively through daily oversight.
  • Approve time sheets; administer leave policy (e.g., approve vacation days, review use of sick days).
  • Approve suspension, dismissal (in consultation with SDP Manager, Technical Support, school mentor staff and CIS of Philadelphia staff) and other forms of disciplinary action.
  • Identify training needs (e.g. interactive whiteboards, inventorying, PC reimaging, hardware/software support).
  • Assist in designing and implementing tech club activities for STEM instruction
  • Create and implement school tech support ticketing systems.
  • Design and implement a standard of organizational processes uniform at each CSS site.
  • Create and monitor individual learning plans (ILPs) for each CSS Apprentice.
  • Supervise the preparation and delivery of all training related to CSS Registered IT Apprenticeship program.
  • Develop an employer outreach program by coordinating with area economic development groups, businesses, and other potential partners who can benefit from CSS-Registered IT Apprenticeship program graduates.

  ADDITIONAL RESPONSIBILITIES

  • Coordinating, supporting and managing the DSF/AmeriCorps program.
  • Oversight for all administrative requirements related to the AmeriCorps program.
  • Responsible for overseeing the DSF / AmeriCorps program as a whole (including support management staff), working closely with CIS of Philadelphia / SDP leadership.
  • Support the DSF Program Supervisor with oversight and development of AmeriCorps members and work site supervisors that provide the daily structure and support to DSF program members.
  • Assist in the orientation and enrollment of DSF AmeriCorps members.
  • Assist in recruiting new DSF / AmeriCorps members.
  • Work with the DSF Program Supervisor for planning professional development opportunities and trainings for DSF / AmeriCorps members.
  • Enroll and exit CSS Apprentices in the online DOL RAPIDS system — including Journeyperson certificate delivery
  • Assist with designing a training plan for all pre-apprentices and apprentices.
  • Travel to required meetings and conferences.
  • Manage and monitor the eGrants federal grant system and OnCorps state grant system.
  • Approve timesheets and monitor leave time (PTO) through the online Paychex system.

REQUIRED KNOWLEDGE AND SKILLS

  • Excellent organizational and written skills
  • A+ and ACMT certifications preferred
  • A valid driver’s license and insurance along with consistent access to a vehicle
  • Able to work with diverse age groups
  • Able to work both independently and in groups
  • Dedicated to lifelong learning and personal growth/development
  • Ability to prioritize and multiple tasks simultaneously
  • Knowledge of Microsoft Office, Excel and FileMaker Pro
  • Ability to navigate the Internet

  QUALIFICATIONS

  • Bachelor’s Degree Preferred from accredited institution of higher learning.
  • 2-5 years related business and/or technical certification or experience
