Summary

The Human Resources Manager is responsible for assisting in the day-to-day administration of human resources functions ensuring that all federal, state and local legislation, best practices and organization policies and procedures are followed.

Position Responsibilities

  1.  Manage the new hire processes
  2. Handle all aspects of the job applicant process
  3. Complete all references and employment verifications for qualified candidates
  4. Complete backgrounds checks on all new hires
  5. Complete the orientation process for all new hires
  6. Respond to employment verification requests
  7. Manage the administration of health and welfare plans including enrollments and terminations
  8. Process required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions
  9. Enroll new employees
  10. Manage annual open enrollment. Assist in the distribution of materials and making arrangements for on-site representation by brokers and other providers as appropriate.
  11. Act as a secondary liaison between the broker and various insurance carriers to resolve employee questions or concerns.
  12. Advocate for positive employee relations, fair and equitable treatment and a non-discriminatory, safe and comfortable work environment. Assist the HR Director in responding to employee relations issues.
  13. Assist with the oversight of the performance management program.
  14. Assist with Paychex payroll system.
  15. Assist with the administration of the retirement plan, including enrolling employees during their eligibility period. Set up meetings between brokers and employees.
  16. Ensure compliance with federal, state and local laws and licensing regulations.
  17. Consult with the HR Director regarding all on-going HR matters, including employee concerns.
  18. Keep abreast of policy changes. Explain and/or clarify policies to employees.
  19. Manage the administration of FMLA, unemployment compensation, workers’ compensation and other mandated employee benefits. Notify the HR Director of all hearings and/or official notification of activity in these areas. May attend hearings in the HR Director’s absence.
  20. Manage the preparation of government reports related to EEO compliance, OSHA reporting and other HR functions.
  21. Ensure the proper posting of employment laws throughout the building in locations accessible to staff.
  22. Assist in the maintenance of all personnel records and files. Ensures records meet regulatory compliance in addition to employment laws.
  23. Assist Director of Diversity, Equity, and Inclusion with on-site trainings, including set-up and breakdown of the training site.
  24. Assist with preparation for all SEIU meetings, and attend each meeting to take minutes.

Qualifications

  1. Bachelor’s degree in HR or related field plus 3 years of direct human resource experience or a High School diploma (GED) /PHR with 5 years of direct human resource experience.
  2. Must demonstrate effective communication skills with people from diverse backgrounds. Possess strong verbal, written and listening communication skills. Ability to easily follow verbal and written directions.
  3. Knowledge of federal, state and local employment laws.
  4. Strong interpersonal skills and the ability to create an environment that encourages staff to voice concerns.
  5. Must know the importance of effective confidential record keeping.
  6. Demonstrate discretion, integrity, fair-mindedness, confidentiality.
  7. Comfort working with upper-level management, consultants, union negotiators and insurance brokers.
  8. Ability to handle multiple projects, details and tasks simultaneously. Ability to work well under pressure and flexibility respond to changing priorities, unplanned events or emergencies.
  9. Must be self-motivated, self-directed and independent, possess good time management and organization skills, and show attention to detail, including prioritization.
  10. Strong word processing skills in MS Office applications. Strong understanding of email and e-calendar systems.
  11. Ability to anticipate and solve problems or resolve issues.
