ODP Program Manager: Liberty Resources Inc.

Position Summary:

This position is responsible for implementation of all functions of consumer enrollment for Office of Developmental Disabilities Waiver services including: maintaining relationships with outside agencies, including Service Coordination and other community partners: enrolling, transferring, and terminating of consumers who want the Agency Option program; confirming consumer and program eligibility and ensuring appropriate documentation is received, completed and processed accurately according to regulations and standards; and ensuring accurate and compliant Consumer data and files.  The position is responsible for ISP meetings, bulletin reviews and updates. Essential Functions:

  1. Oversee Consumer enrollment and service provision to Consumers under Office of Developmental Program Waiver Services.
  2. Assist the Director in the monitoring of successful achievements of the department by evaluating its goals and objectives.
  3. Ensure accurate and timely processing of all Attendant progress notes.
  4. Recommend action for quality improvement and efficiency of the operation of Liberty Resources Home Choices ODP operations.
  5. Ensure compliance of department services and staff with appropriate regulations.
  6. Monitor contracts within the region of responsibility and serve as operations liaison with assigned subcontractors and services monitors.
  7.  Ensure compliance, accuracy and timeliness of statistical information, documentation, internal tracking procedures and reports submitted by assigned staff.
  8. Initiate, monitor and provide ongoing oversight of consumers and attendants questions, concerns and response times, ensuring a mutual resolution to issues by all parties.
  9. Create and enhance relationships and services between community agencies and Liberty Resources, Inc. to better assist consumers and attendants.
  10. Serve as a professional and positive representative of the Liberty Resources Home Choices and Center.
  11. Ensure responsiveness to ODP requests for information and attendance/participation of staff and subcontractors at ODP trainings and technical assistance meetings.
  12. Participate in the Commonwealth of Pennsylvania’s ODP management strategy.
  13. Monitor and ensure positive approach to problem resolutions between consumers, attendants and staff as necessary.
  14. Attend trainings and technical assistance meetings as required to ensure Liberty Resources Home Choices staff meet established training requirements.
  15. Complete all assigned documentation, reports and assignments in a timely manner.
  16. Participates in quality assurance activities; contributes to the department enhancements.
  17. Maintain positive interactions with consumers, their families and attendants while upholding the Independent Living Philosophy.
  18. Other work-related duties as assigned.

Minimum Qualifications

Bachelor’s Degree from an accredited educational facility and five years of directly related work experience overseeing ODP Waiver programs. Incumbent must have excellent communication skills (written and oral), along with strong organizational skills and must be proficient with Microsoft Office Suite. Personal life experience/history relevant to the position is acceptable as a substitute for education and/or work experiences.
