Senior Program Manager, Technical Assistance: Camden Coalition of Healthcare

The Camden Coalition of Healthcare Providers is a multidisciplinary, community-based nonprofit working to improve care for people with complex health and social needs in the city of Camden, New Jersey, and across the country. We develop and test care management models and redesign service systems in partnership with consumers, community members, health systems, community-based organizations, government agencies, payers, and more, with the goal of achieving person-centered, equitable care. The Field Building and Resources (FBAR) department operates the National Center for Complex Health and Social Needs (National Center) and works with partners across the country to identify, codify, and support the adoption of best practices in care delivery and cross sector collaboration in service of individuals with complex health and social needs.

The Camden Coalition is seeking a Senior Program Manager (SPM) for Technical Assistance to lead technical assistance (TA) and consulting engagements. The Camden Coalition works with a wide range of TA clients, including healthcare, human services, and governmental organizations, and supports those clients through individual coaching, consulting projects, and learning collaboratives. The SPM will be part of a team that delivers customized support to clients and will lead various aspects of project planning and implementation, including communications, organizational assessment, workflow development, capacity building, and strategic coaching. The Senior Program Manager will establish effective working relationships with interdisciplinary operational teams across partner organizations. The Senior Program Manager must demonstrate experience and skill in facilitation, partnership-building, research, and writing with minimal supervision. The candidate must understand current trends in the delivery and funding of health services and complex care programs and be able to leverage the relationships and systems they operate to offer support to the wider complex care community. The Senior Program Manager reports to the Director of Technical Assistance.

Essential Functions

Technical Assistance

  • Serve as a core team member on various technical assistance projects. Such projects may focus on complex care program implementation and improvement; strengthening community-level ecosystems of care; organizational capacity building to contract with healthcare organizations to address health related social needs (HRSN), and other efforts to advance care for people with complex needs
  • Lead technical assistance projects, including managing relationships with clients and provide strong customer services. Escalate issues to Director or Senior Director when appropriate.
  • Develop and manage project plans, including facilitating team meetings, managing staffing, and bringing in subject management experts as required.
  • Develop tools, resources, and activities to support clients.
  • Stay informed on major health policy, research, and priorities impacting the TA portfolio, including CalAIM and other Medicaid 1115 waivers.
  • Develop and maintain relevant areas of subject matter expertise in order to provide consultation to internal and external stakeholders as needed
  • Engage in business development activities.
  • Supervise project assistant staff.


Field Resource Development and Dissemination

  • Facilitate cross-project and cross-department information sharing to identify related content for dissemination and avoid redundancies.
  • Synthesize and codify learning from TA engagements and share learning with field through speaking and publications.
  • Lead the design and development of field-facing tools, frameworks, and resources, including reports, toolkits, briefs, etc.
  • Collaborate with project teams on content development priorities, timelines, and processes.
  • Develop and manage processes for sourcing, capturing, and disseminating programmatic information
  • Engage and manage relationships with a range of partners, including foundations, providers, payers, community organizations, academic institutions, professional associations, and government officials to support projects and programming.
  • Participate in improvement of organization- and department-wide operations, processes, workflows and infrastructure.
  • Represent projects and/or the Coalition at various local, state, and national meetings

Non-essential Functions

  • Attend relevant training as necessary to maintain professional certification and/or knowledge.
  • Adheres to the Coalition’s guidelines and ensures the appropriate handling of sensitive information.
  • Work flexible hours and travel based on geographic location and operational needs of the project.
  • Completes special projects specific to the function of the department or as needed for the department
  • Other duties as assigned within the scope of position expectations.

Knowledge, Skills and Abilities

  • Experience providing consulting and technical assistance to healthcare and/or human services clients
  • Proven record of successfully implementing and managing complex, multi-sector initiatives
  • Experience in program planning/management, research and writing. Expertise with Microsoft Suite preferred.
  • Demonstrates ability to identify and resolve problems in a timely manner; ability to develop alternative solutions.
  • Facility in managing multiple projects and quality standards in a fast-paced, deadline-driven environment
  • Demonstrates ability to work with other people through a cooperative effort.
  • Strong attention to detail and follow-through.
  • Proficient in setting priorities, meeting deadlines, and managing time efficiently.
  • Excellent oral and written communications skills
  • Superior interpersonal skills and proven ability to engage with a wide range of internal and external stakeholders, including executive level staff

  • Ability to travel regularly.
  • Strong understanding of Medicaid health policy, and experience and understanding of Medi-Cal, CalAIM and the California market preferred.

Experience and Education

Experience: 5+ years’ work experience in consulting/technical assistance, management, and or program planning, or related work in the non-profit, public health, public policy, healthcare administration, or other related field.

Education: Bachelor’s degree preferred

  • Although work is primarily indoors, you will be required to travel outside to business community locations.
  • This position is based in Camden, NJ., The SPM, TA will be required to be present in the office at least two days per week (currently Tuesdays and Wednesdays; subject to change), and on other days as needed. This is not a full-time remote position.
